What is Public Health's role with personal service setting inspections?

Public Health units in Ontario are mandated by the Ministry of Health and Long-Term Care to inspect all personal service settings at least once a year and to conduct additional inspections in response to a complaint.

It's Public Health's goal to work with you to ensure that infection prevention practices used by you and your staff during delivery of service meet the standards for practice.

What will happen during an inspection?

A public health Inspector will visit your business to conduct an unscheduled inspection during normal business hours. The Inspector will have identification with them and after showing this identification must be allowed to inspect your business even if the owner is not present. The authority to inspect is granted under the Health Protection and Promotion Act, RRO 1990. The Inspector will need to ensure that you are offering services in a way that meet the Infection Prevention and Control Best Practices for Personal Services Settings, Ministry of Health and Long-Term Care, December 2015.

The Inspector will observe your practices (how you provide services) and check your premise and equipment to make sure that your clients' health is not being put at risk. In order to understand how you do business, the Inspector will ask you to describe your infection prevention practices and will ask to see your written policies and procedures.

Once the inspection is complete, you will be given a copy of the inspection report which will state any corrective action(s) that must be taken, and a date by which the corrections should be complete. A re-inspection may be scheduled to verify that items of non-compliance have been corrected.

If a serious problem is identified during an inspection that poses an immediate risk to a client's health, you may be ordered to stop providing a service until corrective action is taken, or equipment may be placed on hold or seized or your business may be closed.

Where can I find inspection results?

Region of Waterloo Public Health has recently made inspection results publically available online for all personal service settings in Waterloo region at the new website called Check it! We inspect it. The reports posted online will be a summary of the report you normally receive after an inspection.

The Check it! We inspect it. website is designed to not only provide information about health inspections for personal service settings but also for food businesses. Inspection results for food businesses have been publicly available online through Region of Waterloo Public Health since 2004.smartphonewithcode.jpg

A Check it! We Inspect it. sign will be available to post at your business that invites clients to view inspection results online. The purpose of this sign is to provide the general public with information about access to beauty and body art inspection results in order to help make informed choices. Posting a sign is voluntary; however, all businesses are encouraged to post a sign as an indication of your commitment to infection prevention. The signs are being distributed during inspections throughout 2014. If you would like your sign in advance please contact your Public Health Inspector.

Information from personal service setting inspection reports that will be posted on Check it! We inspect it. include:

  • The business name, location and phone number
  • Type of inspection (i.e., routine inspection or reinspection)
  • Inspection results (i.e., number of critical infractions, including the details)
  • A two-year history of inspection results for each business, if available
  • Enforcement actions taken (i.e., closure of summons)

What is the best way to prevent the spread of infection between clients and staff?

Preventing the spread of infections is a shared responsibility between staff and clients.

Some of the ways that staff can prevent the spread of infections include:

  • Washing hands before and after each client
  • Using personal protective equipment (e.g., gloves)
  • Discarding single-use instruments and tools after each client
  • Properly cleaning and disinfecting re-usable tools and instruments
  • Keeping records of accidental blood and/ or body fluids exposure - Accidental Exposure to Blood and / or Bloody Fluids Incident Report Form
  • Refrain from providing service to clients with skin and/or nail infections

How do I properly clean and disinfect reusable tools and instruments?

Instruments used during aesthetic services can transmit disease-causing microorganisms if they are not cleaned and disinfected properly. Cleaning refers to the physical removal of debris (i.e., dirt, grease and/or blood) with the use of detergent and water. Cleaning must always be performed before disinfection otherwise the debris prevents the disinfectant from working effectively to kill disease-causing microorganisms.

Disinfectants, usually liquids, reduce the number of microorganisms on a surface to a level that is not harmful to the health of an individual. Choose the appropriate cleaning agents and follow disinfectants contact times when cleaning and disinfecting tools and instruments.

When should I dispose tools and instruments?

Tools and instruments that cannot be properly cleaned or disinfected are known as single-use instruments and must be discarded after each client.

Examples include: nail buffers, wooden foot paddles, orange sticks, emery boards

How do I dispose of 'sharps'?

Sharps including needles, blades or other materials that are capable of causing punctures or cuts and which have come into contact with human blood or body fluids must be placed into an approved sharps container and disposed of as biomedical waste. Approved sharps containers must be sealed, labelled with a biohazard sign and discarded in accordance with local regulations.

How do I handle accidental blood or bodily fluid exposures? 

  • Wear single-use gloves prior to handling or dressing the wound
  • Wash the exposed skin surface with water and soap. If the area is bleeding, allow it to bleed freely. After cleaning the wound, apply a skin antiseptic and cover with a clean dressing or bandage
  • If there has been a splash onto a mucous membrane, flush the area thoroughly with water
  • The person exposed must seek medical attention
  • Document all incidents in the Accidental Exposure to Blood and / or Bloody Fluids Incident Report Form. Keep records on site for a minimum of one year, and on file for 5 years 
  • Dispose of single-use instruments
  • Clean and disinfect re-usable instruments and work contact surfaces using the appropriate level of disinfection and following the right contact time

New Ontario Law Bans Youth under 18 from Using Tanning Beds

As of May 1st, 2014, the Skin Cancer Prevention Act (Tanning Beds), 2013 bans youth under 18 from using tanning beds. As youth are especially vulnerable to the harmful effects of artificial ultraviolet (UV) radiation, this law aims to reduce the likelihood of youth being exposed to artificial UV radiation at a young age.

As of May 1st, 2014, all tanning bed operators may be subject to a Public Health inspection in locations where tanning treatments are offered including but not limited to tanning salons, salons, and fitness facilities.

Tanning bed operators will be required to:

  • Prohibit sales, advertising, and marketing of tanning services to youth under 18
  • Request identification from anyone who appears under 25 years old
  • Ensure the use of protective eyewear and provide instruction on proper use to all users of tanning services
  • Ensure a trained attendant is present when tanning beds are being used (no 'self-tanning')
  • Post four different types of warning signs about the health risk of skin cancer from UV exposure and the new age restriction: a Point of Sale Warning Sign, a Health Warning Sign, an Age Restriction and Identification Decal and an Employee Reminder Decal. Signs must be visible to the patrons. Signs can be downloaded here
  • Notify their local Public Health Unit of their business name, address, and telephone number of the establishment where tanning services or UV light treatments will be sold within 60 days from May 1st, 2014
    • Contact Region of Waterloo Public Health, 519-575-4400, ext. 5147

Local Public Health Units will be responsible for conducting complaint-based inspections using a progressive enforcement approach.

Region of Waterloo Public Health held its first workshop for owners and operators of salons and spas in October, 2013. This workshop provided information about infection prevention and control for businesses in Waterloo Region.

The workbook included in this workshop was used as a take-home tool for participants to bring back to their salons and spas for easy reference. The information contained in the workbook includes: information about Public Health Inspectors and inspections of Personal Service Settings; infections; blood and body fluid exposure; single-use vs. reusable instruments; cleaning, disinfecting and sterilization; and record keeping practices.
