Smoking in the Workplace

The Smoke-Free Ontario Act (SFOA) came into effect across the province May 31, 2006, making all enclosed public places and enclosed workplaces 100% smoke-free.


This important legislation protects workers and the public from the dangers of second-hand smoke by banning smoking in all indoor workplaces and indoor public places in Ontario.

Region of Waterloo Public Health offered a number of open houses to employers and employees held throughout Waterloo Region to inform workplaces about the SFOA. During those sessions, attendees were asked to complete a Workplace Needs Assessment Survey. The purpose of the survey was to help identify the challenges workplaces may have and the supports needed to assist with implementation of the SFOA in the workplace and to encourage and assist employees to quit smoking.

The Conference Board of Canada (2006) estimated that for every employee who smokes it costs an extra $3,396 each year through increased absenteeism, decreased productivity and higher insurance premiums among other costs.

Smoking cessation is one factor that will greatly improve employees' health. Health Canada has identified six main reasons for employers to support smoking cessation in the workplace:

  • Improved Employee Health
  • Increased Productivity
  • Reduced Costs
  • Enhanced Job Satisfaction
  • Better Corporate Image

Considering both the results of the Workplace Needs Assessment Survey (2006) and additional inquiries received from workplaces, Region of Waterloo Public Health staff has developed a menu of services designed to assist workplace wellness personnel to help their employees make the transition to a smoke-free workplace. Public Health Nurses are available to provide free consultation and assistance to a limited number of workplaces to help employers reduce smoking rates among their employees.
